About Us

The Administration for the Comprehensive Care and Development of Children (ACUDEN) was created under Act No. 179 of August 1, 2003, as the administration of the Department of the Family responsible for managing the funds of the Head Start Program, Early Head Start and Child Care.

The ACUDEN and its Head Start / Early Head Start program is the largest concessionaire in Puerto Rico and the third largest in the United States. We impacted an enrollment of sixteen thousand two hundred (16,200) children through sixty-four (64) municipalities, including Vieques and Culebra.

Child Care Program 

childcareprogramThe objective of the Child Care and Development Program is to increase the accessibility, availability and quality of infant, maternity, preschool and school childcare services in Puerto Rico. All of its services are available for children with special needs.

The Program delegates funds to 89 public and private entities for the operation of child care and development centers, child care networks in the home and extended hours (outside school hours); delegates funds to two (2) private entities for the operation of four (4) Respite and Family Support Centers that serve children at high risk and special needs; operates seven (7) Early Childhood Resource and Referral Centers that provide parents, early education professionals and the general community with access to information and specialized resources to help strengthen their knowledge of child care and development; and provides a voucher system for the care and development of the child.

In addition, the Program has established the following strategies to improve and guarantee the quality of care services:

  • Delegation of funds to providers of care services for training in different areas of child care and development.
  • Conceptualization and implementation of programmatic structures in the projects, in order to provide technical assistance.
  • Supervision of direct service personnel.
  • Development of technical assistance plans in the educational area for the different projects that receive funds from the Program
  • Training for the staff of the Program in order to increase and strengthen their knowledge in the different areas of child care and development.
  • Development of special projects in order to provide better educational experiences to our children.

EI Care Program and Child Development, has components with specialized staff purpose of providing technical assistance, monitor, evaluate, coordinate educational activities,  guidance and referral.

Head Start / Early Head Start Program

ACUDEN is the recipient of federal Head Start Program funds, which in turn are delegated to nineteen (19) delegate agencies; Of these, eighteen (18) are municipalities and a non-profit organization. The Head Start program is aimed at offering services to preschool children from low-income families, as established in the Poverty Guide of the Head Start / Early Head Start Program.

In December 2009, under the American Recovery and Reinvestment Act , a proposal was approved to offer Early Head Start services through sixteen (16) delegate agencies. Through Early Head Start, 384 participants were affected, from zero (0) to three (3) years and pregnant women. Both the Head Start Program and Early Head Start require that ten percent (10%) of the enrollment be of children with special needs.

The Head Start / Early Head Start Program has an interdisciplinary team that includes specialists in the different areas of service such as: education, special needs, mental health, health, nutrition, activities with parents and alliance with family and community. In addition, training and prevention services for pregnant women are offered through the Early Head Start Program.

The function of the specialists at the concessionaire level is to offer technical assistance and monitor the services offered by our delegated agencies, always ensuring that our children receive the highest quality services and in compliance with the rules of execution of the Head Start Program.
